I got married right on the beach (Butterfly Beach)and I had a small intimate dinner reception at Stella Mares Restaurant which is around the corner from there or you can also have it at the Four Seasons which is right across the street from Butterly Beach.
The parks and rec website has a lot of great choices. See that link that someone provided above. I got married at the Cabrillo Pavilion Arts Center. We did the wedding on the beach and went inside for the reception. It is a great location for around 80-100 people. If you have your reception there, you get to reserve the beach. SB residents get discounts on everything as well, but it still costs a bit more than $3000 if I remember correctly. Caterers love the location because there is a small kitchen space. My caterer also BBQed in the parking lot--actually, he planned to but it got too windy that day. My wedding was on memorial day weekend so I had to reserve it almost a year in advance--which I recommend for any date you pick! At least you know if it rains you can go inside. It was a great choice and my guests loved it.
