Check out Boxtree Lodge. We got married outside in the gazebo and had the reception in the rustic banquet hall. If it is a very small wedding also check out Mill Mountain Park and the Discovery Center.

Boxtree Lodge is a nice place. It was one of the first locations we checked out. You can choose any of the local parks, like Freedom Park, for just the cost of the permits (around $100). Sundara is a little pricier, but they also provide tents, tables, chairs, etc. The Jefferson Center has a number of viable areas - Shaftman Performance Hall, Fitzpatrick Hall, Fralin Atrium, Rehearsal Hall, L.L. Rice Room, Training Theater.
