I would consider Mavericks Lodge: http://www.maverickslodge.com/
I had mine there over Memorial Day and it was wonderful. It's overlooking the beach, the site fee was reasonable (probably the most reasonable for an indoor reception location with a view on the coast), they let you do the bar yourself which can save a ton of money, and Mary, the manager, is wonderful to work with. The only hitch is you are limited to less than about 95 people. But that's good for a budget wedding too!
Also, regardless, I would really consider an indoor reception. We got married over Memorial Day and I figured there was no way it would rain, but it rained during our rehearsal the day before, and though it was sunny on our wedding day, it was *really* cold.
Good luck with the planning and have a great time!
