Affordable Beach Wedding

We are looking for an affordable beach wedding just the two of us. Romantic setting. We are actually just wanting an officiant to do the ceremony and file the license, a bridal flower arrangement and awesome pictures/video. We are really interested in our photos. I would also like recommendations on a hair stylist. Also we got word that we could possibly apply for our marriage license online is that possible. Thank you for any advice you can give.
