There isn't much of a public beach in Islamorada, so you'd have to get married at a restaurant or hotel and use their beach, which would mean it wouldn't be crowded and could be as fun as you make it. This is what we're doing, and in the off season, so it should be a great time and is less expensive!
If you want a more public beach, check out Delray Beach. Parts of it are crowded, but parts of a it, away from the main stretch, are nature parks and never have more than a handful of people on them and they're gorgeous! And all within a reasonable driving/walking distance to fun restaurants, bars, hotels, etc.

A couple of things to keep in mind for public parks is that most will not allow alcohol to be brought in and most all close at dark.
Islamorada has fantastic wedding locations if you know where to look.

There are a few locations that are waterfront and some that offer a beach area for the ceremony. I have worked with Brides who have had there ceremony at Key Largo Hilton, very nice, and in Islamorada at Morada Bay or Pierre's. Cheeca Lodge is an option as is the Islander-awesome! We specialize in destination weddings and there are a lot of great places to drink, dance and dine. The Keys is a great place for a wedding, our sunsets are spectacular!
There are many options in Islamorada for a completely private beach ceremony and reception - lots of gorgeous waterfront rental houses and very nice resorts, both large and small. Debbie at Caribbean Catering gave us wonderful advice on potential venues in Islamorada and was a pleasure to work with throughout the entire planning process.
