waterfront on a budget

I am trying to plan a waterfront wedding in June on a very tight budget. I am hoping for something that we can have the ceremony & reception in the same place, preferably with the ceremony outside. It would be best if there's no site fee, just the cost of the food.
I am looking for anywhere from Annapolis, Pasadena, Edgewater, etc. all the way to Kent Island & Eastern Shore.

Any thoughts would be appreciated.

We originally were going to get married at Quiet Waters in Annapolis, the fee was about $1500 I believe or a little less I think def. less now that I think about it. But they have very very strict rules in what you can or can not do there and how you can decorate and yada yada, which made us re think our choice. You could look into different lakes and parks in the area that would charge a small fee and or a pavilion.

When I was looking to do a wedding in Annapolis one of the spots i found was the overlook Pavilion which is right on the water. I have actually seen pictures from weddings there and it looks totally different when you decorate it. I think the rental fee is extremely cheap... Like $1000. Or Quiet waters, but the room is pink, and it's extremely small. There is also Chesapeake Bay Foundation, which is my absolute favorite.. It's right on the water in annaplis and you bring in your own cater. The only downfall to this is it's about $5,000 to rent the place alone. In Edgewater there is Londontown which is right on the water and also pretty nice. Eastern shore.. Don't bother looking at Chesapeake Bay foundation if you are on a budget.. You will fall in love with it and then just be annoyed at how expensive it is. A friend of mine who is also on a budget is getting married at Silver Swan Bayside... which might be really nice.
