Look up Quiet Waters Park. It's a beautiful park in Annapolis, and they do outside weddings. There is also a room, the "Blue Heron" room that you can have the reception if you want the dinner to be indoors. I checked into it, and the prices are quite low for Annapolis (which is super expensive by the way). Unfortunately all the dates I could do were booked. Good luck!

I'm not sure about an outdoor venue... but I would highly suggest Ken's Creative Kitchen as the caterer. We had an outdoor wedding and they handled it really well... brought their own ovens and everything. We used a bunch of vendors in the Annapolis area and got married at St. Mary's which has a beautiful ceiling. Let us know if you have any other questions.
We got married at Quiet Waters Park. We had the reception outside in the gardens and the reception in the Blue Heron Room. The pics online don't do it justice. They look outdated. It is affordable and you can bring your own vendors (catering, alcohol...). There are plenty of hotels near by.
I didn't read the first message carefully! I apologize. We got married at the Chesapeake Bay Foundation Headquarters. The ceremony was outside on the beach and the reception was on their deck and in their facility. It was beautiful and reasonably priced. I'd like to echo whoever mentioned Ken's Creative Kitchen for Catering. They were fantastic. Brought all their own ovens and cooked everything on site. We were very pleased with Ken's and CBF. One of the nice things about CBF is that their event coordinator was extremely helpful - he gave us a list of vendors and let us know which ones usually work out well. That made the whole process easier.
I did the big hall but I did explore all my options...a nice outdoor venue was quiet river park. You could always do the Paca house gardens. If you're willing to drive 30-45 there were beautiful waterfront halls/B&Bs toward bwi and glen burnie.

Look at Port of Annapolis Marina The Overlook Pavilion. Outdoor facility, but you can drop the panels if weather looks bad and Linda there has been great working with us.
