I had my wedding at websters wine bar in lincoln park. we had 100 people and loaded up on heavy appetizers and beef tenderloin as a main dish. open bar as well. it lasted from 7pm to 11pm.
our bill was at 6k. believe me....we had so much food that our last late nite snack wasn't even needed. we paid on a per drink basis and that ended up being smart because alot of people don't drink.

In my experience of looking for a reception hall the best prices I found were at banquets and hotels. They offer packages that include location, food, liquor, furniture, glassware, service etc. Also, these places usually have different per plate costs to offer a much for affordable choices.
For an idea you can check out The William Tell Banquets. We are planning our wedding there and our per plate is $59. This includes alcohol, dinner, location, etc. The event is from 6pm to 11:30pm. We didn't look into having our ceremony there because we have a church. You may want to think about comparing the cost of a church and using a hall for the ceremony. If you use the hall for the ceremony you will still have to pay a cantor, judge or priest to preside over the ceremony unless you know someone.

We found the most reasonably priced was the "Four Points Sheraton" on Irving Park Road. I've been to a wedding there, and the food was awesome, they recently renovated their reception hall, and it's in a very affordable hotel- great for guests. 4+ course meal including full bar was well under $50 per plate (I think they started around $36). I have no idea how they keep their prices so low, and are still such an awesome place.
They did not have our date, so we went with Victoria Banquets, and used their "Penthouse Ballroom" which was on the top floor of the Holiday Inn Express. You can really bargain with the salespeople; we ended up doing a family style meal (saved some $) with full bar and heavy appetizers for around $50 per plate. The salespeople were a little annoying, and had me worry a little through the planning process, but the service staff executed the night to a T (probably would have been more confident with them going into it if I saw what a great job they did). Food was spectacular, service was awesome.
When I was looking at places to have a wedding in Chicago I found Maggianos on 516 N Clark to be very reasonable. They have one room that has an outdoor cocktail patio that has a very beautiful setting your guests could enjoy on a Chicago summer night. They book up very fast therefore if you are interested you should call them right away. Good Luck on planning your wedding.
We were married on a yacht on Lake Michigan with 75+ and people didn't scrimp on a thing. All under 10k. Everyone to this day (4 years) says it was the best wedding they've ever been to.
