I would definately wait out the floral Conservatory, as it is beautiful and you don't have to go anywhere else for pictures afterwards, if you didn't want to.
We got married about 10min outside of the city in Brora United Church. It is a little coubtry church that holds about 100 people. They will allow people to use a JP if that is what you would like to do. It makes for nice pictures with the stained-glass windows and the older style decor. You could always see if you could just put chairs in the Ledgislature or somewhere to have a quick ceremony. I've never heard of anyone doing that, but I don't know why that would be a problem :) ..especially for such a small ceremony. I have a friend who held their wedding reception in a room at the Mackenzie Art Gallery, and they catered it there. You could maybe have the ceremony, as well as your reception all in the same place. You could also just book a conference room or 'ballroom' at a hotel to have everything in one place as well. :) Good luck!
