I don't know if you've considered it yet, but I just got married at the Water Gardens on June 2nd, it's a really pretty large circular fountain with grass in the middle of it, and it's very close to the ocean (can't see it exactly from there though.. I wanted a beach wedding as well, but when I started thinking about having guests walking through sand in heels/relatively nice clothes, I vetoed that idea). It was $200 for the permit, had B&T Rents do the chairs & arch and set everything up (I think we paid them $450 for 70 chairs and an arch, and set up/delivery/take down?). We had our reception at the American Bank Center in the Selena Rotunda, which is literally right next to the Water Gardens, and has a REALLY awesome view of the bay and really really good food if you use their in-house caterer Centerplate. Everything was included, which was really nice: tables, linens, chairs, the most expensive catering option (which isn't in their "menu" anymore), security, dance floor, cake cutting, waiters/waitresses, etc., and we paid $3,225 for 75 people, which is really pretty decent. We added a couple of kegs and a certain amount of mixed drinks, and ended up paying about $4200 altogether for it, but there were cheaper food options.
