should there be a map to the ceremony and then an additional map to the reception or just to the reception???

If the majority of the guests live in the area you should be able to have a map to the reception only. At the conclusion of the ceremony the Pastor can give mention regarding directions to the reception location or who to follow.

you can do a map card with directions to both unless u think everyone knows where the church or ceremony location is already

Yes, I receive a lot of invitations and 80% have both. It's helpful for out of town guest, include the address as most people have GPS. I have seen some wedding couples include a website they have developed for wedding information regarding there plans and have links to Mapquest for directions as well.
