Response from the couple:
when we did it two years ago, it was completely free. the back area by the fountain and the trees (the area i have pictured) is first come first serve...so i just had my friends out early in the day clearing the area. you go down to the parks and recreation department near possum trot and get a permit..they let me get the permit for the gazebo on the pond and one of the covered picnic areas in case it rained (those were reserved with our names) but the back area is totally where we wanted to get married. maybe you could check out the city of nmb website or if not just call the parks and rec we were in and out of there in less than 5 min.....good luck to you. you chose a beautiful location!
Response from the couple:

Question:
how can i get in contact with the owners of the house where you had your reception?
Read Response
Response from the couple:
we rented the house at grand strand vacations and we all stayed there! we had the wedding at mcleans park in north myrtle beach, and moved the reception to the tidewater golf course country clubhouse, because we knew members there. however the house in the pictures is the one from grand strand vacations, and they do not allow weddings, so we thought about doing, but thougth what if we got kicked it,so we just had a small after party there. good luck! any more questions please feel free to ask!
