if you use a non-hotel or establish that doesn't have a bar you can bring in your own alcohol, like a school/hall or the forestry farm. YOu will need a permit. I also think the Park Town and Western Development have a do your own bar option, but when i got married at the Park Town it worked out way cheaper and easier to just have them run the bar.

I was really impressed with the Park Towns prices for supper and the it tasted awesome -- rave reviews from my guests.

I don't know about the first part of the question, but if you are planning a summer wedding Louis' pub has great prices and excellent food. We had our wedding there last summer and it was fantastic. People are still talking about how good the food was, and it was extremely reasonable. But they only do weddings in the summer on the weekends.
