Question:

Should I begin planning although we don't have our entire budget together?

Answer:

First, make your priority list to see where the biggest chunks of your budget will go. I don't know your wedding date, so I'm not sure of how much time you have...but essentials such as the locations and wedding date should be set as early as possible. Your guest list should be top-priority task as well...so you can find locations that will hold everyone comfortably. Start working on your top priority items like booking sites and vendors, and then as you continue to work on your budget, you'll know what you have to spend on invitations, flowers, favors and other items that are lower on your priority list later.
